Disable Chrome opening old tabs at startup

TL;DR:
Go to Chrome -> Settings and then:

1. Scroll down to "On startup" section and choose "Open the New Tab page"
2. Click "Advanced" (below last section) -> under "System" section disable "Continue running background apps when Google Chrome is closed"
